Meet John Moua
My name is John Moua, and I am running for the Board of Directors to ensure the Florin Resource Conservation District continues to provide safe, reliable, and affordable water to our families.
With a professional background in management and information technology, I know that overseeing our district requires more than just conservation—it demands fiscal transparency and strategic, long-term planning. I bring a unique and necessary skill set to the Board. Today’s water systems depend on complex digital networks and smart technology to operate. I am committed to modernizing our aging infrastructure while ensuring water rates remain fair for every Elk Grove family. My dedication to our community extends beyond my career; I am proud to serve on the Cosumnes CSD Park Advisory Committee, the Elliott Ranch Elementary School Site Council, and other community organizations. I will pair my management and technical expertise with my deep commitment to civic service to ensure our district operations are efficient, transparent, and cost-effective
I have been a resident of the Florin Resource Conservation District for over 15 years and have raised my children here. I believe that 'hometown water' should be managed with integrity and a focus on the future. As your Director, I will work to protect our local groundwater basins and ensure our district remains a leader in resource management for 2026 and beyond.
