Meet John Moua
My name is John Moua, and I am running for the Board of Directors to ensure the Florin Resource Conservation District continues to provide safe, reliable, and affordable water to our families.
With a professional background in management and information technology, I know that overseeing our district requires more than just conservation—it demands fiscal transparency and strategic, long-term planning. I bring a unique and necessary skill set to the Board. Today’s water systems depend on complex digital networks and smart technology to operate. I am committed to modernizing our aging infrastructure while ensuring water rates remain fair for every Elk Grove family. My commitment to our community extends well beyond my career. I am proud to serve on the Elk Grove Unified School District Technology Advisory Committee, the Cosumnes CSD Park Advisory Committee, and the Elliott Ranch Elementary School Site Council (a Blue Ribbon recipient), among other local organizations. I will pair my management and technical expertise with my deep commitment to civic service to ensure our district operations are efficient, transparent, and cost-effective
I have been a resident of the Florin Resource Conservation District for over 15 years and have raised my children here. I believe that 'hometown water' should be managed with integrity and a focus on the future. As your Director, I will work to protect our local groundwater basins and ensure our district remains a leader in resource management for 2026 and beyond.
